I'm no expert on our political process, but doesn't GW need approval from congress before he do *anything*?

Yes, but he doesn't see it that way. He, John Yoo, Alberto Gonzales, Dick Cheney, et al are proponents of the "Unitary Theory of the Executive," which argues that there are pretty much no limits on a President's power. He can do what he wants, and Congress and the courts cannot stand in his way. This is needed, argue proponents, to keep us safe.
Never mind that we survived both the Nazis *and* the in-many-ways-even-scarier Japanese a mere sixty years ago, and then the nuclearized and hostile Soviet Union, without this theory.
But anyhow, Bush and his close advisors do seriously believe that he can do whatever he wants because he's the President.
